Sandia National Laboratories sponsored a three-year internally funded Laboratory Directed Research and Development (LDRD) effort to investigate the vulnerabilities and mitigations of a high-altitude electromagnetic pulse (HEMP) on the electric power grid. The research was focused on understanding the vulnerabilities and potential mitigations for components and systems at the high voltage transmission level. Results from the research included a broad array of subtopics, covered in twenty-three reports and papers, and which are highlighted in this executive summary report. These subtopics include high altitude electromagnetic pulse (HEMP) characterization, HEMP coupling analysis, system-wide effects, and mitigating technologies.

Recent budget reductions have posed tremendous challenges to the U.S. Army in managing its portfolio of ground combat systems (tanks and other fighting vehicles), thus placing many important programs at risk. To address these challenges, the Army and a supporting team developed and applied the Capability Portfolio Analysis Tool (CPAT) to optimally invest in ground combat modernization over the next 25-35 years. CPAT provides the Army with the analytical rigor needed to help senior Army decision makers allocate scarce modernization dollars to protect soldiers and maintain capability overmatch. CPAT delivers unparalleled insight into multiple-decade modernization planning using a novel multiphase mixed-integer linear programming technique and illustrates a cultural shift toward analytics in the Army's acquisition thinking and processes. CPAT analysis helped shape decisions to continue modernization of the $10 billion Stryker family of vehicles (originally slated for cancellation) and to strategically reallocate over $20 billion to existing modernization programs by not pursuing the Ground Combat Vehicle program as originally envisioned. More than 40 studies have been completed using CPAT, applying operations research methods to optimally prioritize billions of taxpayer dollars and allowing Army acquisition executives to base investment decisions on analytically rigorous evaluations of portfolio trade-offs.

System-of-systems modeling has traditionally focused on physical systems rather than humans, but recent events have proved the necessity of considering the human in the loop. As technology becomes more complex and layered security continues to increase in importance, capturing humans and their interactions with technologies within the system-of-systems will be increasingly necessary. After an extensive job-task analysis, a novel type of system-ofsystems simulation model has been created to capture the human-technology interactions on an extra-small forward operating base to better understand performance, key security drivers, and the robustness of the base. In addition to the model, an innovative framework for using detection theory to calculate d’ for individual elements of the layered security system, and for the entire security system as a whole, is under development.

A complexity science-based framework for global joint operations analysis to support force projection: LDRD Final Report

The military is undergoing a significant transformation as it modernizes for the information age and adapts to address an emerging asymmetric threat beyond traditional cold war era adversaries. Techniques such as traditional large-scale, joint services war gaming analysis are no longer adequate to support program evaluation activities and mission planning analysis at the enterprise level because the operating environment is evolving too quickly. New analytical capabilities are necessary to address modernization of the Department of Defense (DoD) enterprise. This presents significant opportunity to Sandia in supporting the nation at this transformational enterprise scale. Although Sandia has significant experience with engineering system of systems (SoS) and Complex Adaptive System of Systems (CASoS), significant fundamental research is required to develop modeling, simulation and analysis capabilities at the enterprise scale. This report documents an enterprise modeling framework which will enable senior level decision makers to better understand their enterprise and required future investments.

The Department of Defense's (DoD) Energy Posture identified dependence of the US Military on fossil fuel energy as a key issue facing the military. Inefficient energy consumption leads to increased costs, effects operational performance and warfighter protection through large and vulnerable logistics support infrastructures. Military's use of energy is a critical national security problem. DoD's proposed metrics Fully Burdened Cost of Fuel and Energy Efficiency Key Performance Parameter (FBCF and Energy KPP) are a positive step to force energy use accountability onto Military programs. The ability to measure impacts of sustainment are required to fully measure Energy KPP. Sandia's work with Army demonstrates the capability to measure performance which includes energy constraint.

Human performance modeling for system of systems analytics

A Laboratory-Directed Research and Development project was initiated in 2005 to investigate Human Performance Modeling in a System of Systems analytic environment. SAND2006-6569 and SAND2006-7911 document interim results from this effort; this report documents the final results. The problem is difficult because of the number of humans involved in a System of Systems environment and the generally poorly defined nature of the tasks that each human must perform. A two-pronged strategy was followed: one prong was to develop human models using a probability-based method similar to that first developed for relatively well-understood probability based performance modeling; another prong was to investigate more state-of-art human cognition models. The probability-based modeling resulted in a comprehensive addition of human-modeling capability to the existing SoSAT computer program. The cognitive modeling resulted in an increased understanding of what is necessary to incorporate cognition-based models to a System of Systems analytic environment.

Network and adaptive system of systems modeling and analysis

This report documents the results of an LDRD program entitled ''Network and Adaptive System of Systems Modeling and Analysis'' that was conducted during FY 2005 and FY 2006. The purpose of this study was to determine and implement ways to incorporate network communications modeling into existing System of Systems (SoS) modeling capabilities. Current SoS modeling, particularly for the Future Combat Systems (FCS) program, is conducted under the assumption that communication between the various systems is always possible and occurs instantaneously. A more realistic representation of these communications allows for better, more accurate simulation results. The current approach to meeting this objective has been to use existing capabilities to model network hardware reliability and adding capabilities to use that information to model the impact on the sustainment supply chain and operational availability.

Human performance modeling for system of systems analytics: combat performance-shaping factors

The US military has identified Human Performance Modeling (HPM) as a significant requirement and challenge of future systems modeling and analysis initiatives. To support this goal, Sandia National Laboratories (SNL) has undertaken a program of HPM as an integral augmentation to its system-of-system (SoS) analytics capabilities. The previous effort, reported in SAND2005-6569, evaluated the effects of soldier cognitive fatigue on SoS performance. The current effort began with a very broad survey of any performance-shaping factors (PSFs) that also might affect soldiers performance in combat situations. The work included consideration of three different approaches to cognition modeling and how appropriate they would be for application to SoS analytics. This bulk of this report categorizes 47 PSFs into three groups (internal, external, and task-related) and provides brief descriptions of how each affects combat performance, according to the literature. The PSFs were then assembled into a matrix with 22 representative military tasks and assigned one of four levels of estimated negative impact on task performance, based on the literature. Blank versions of the matrix were then sent to two ex-military subject-matter experts to be filled out based on their personal experiences. Data analysis was performed to identify the consensus most influential PSFs. Results indicate that combat-related injury, cognitive fatigue, inadequate training, physical fatigue, thirst, stress, poor perceptual processing, and presence of chemical agents are among the PSFs with the most negative impact on combat performance.

Human performance modeling for system of systems analytics :soldier fatigue

The military has identified Human Performance Modeling (HPM) as a significant requirement and challenge of future systems modeling and analysis initiatives as can be seen in the Department of Defense's (DoD) Defense Modeling and Simulation Office's (DMSO) Master Plan (DoD 5000.59-P 1995). To this goal, the military is currently spending millions of dollars on programs devoted to HPM in various military contexts. Examples include the Human Performance Modeling Integration (HPMI) program within the Air Force Research Laboratory, which focuses on integrating HPMs with constructive models of systems (e.g. cockpit simulations) and the Navy's Human Performance Center (HPC) established in September 2003. Nearly all of these initiatives focus on the interface between humans and a single system. This is insufficient in the era of highly complex network centric SoS. This report presents research and development in the area of HPM in a system-of-systems (SoS). Specifically, this report addresses modeling soldier fatigue and the potential impacts soldier fatigue can have on SoS performance.

System of systems modeling and simulation

Analyzing the performance of a complex System of Systems (SoS) requires a systems engineering approach. Many such SoS exist in the Military domain. Examples include the Army's next generation Future Combat Systems 'Unit of Action' or the Navy's Aircraft Carrier Battle Group. In the case of a Unit of Action, a system of combat vehicles, support vehicles and equipment are organized in an efficient configuration that minimizes logistics footprint while still maintaining the required performance characteristics (e.g., operational availability). In this context, systems engineering means developing a global model of the entire SoS and all component systems and interrelationships. This global model supports analyses that result in an understanding of the interdependencies and emergent behaviors of the SoS. Sandia National Laboratories will present a robust toolset that includes methodologies for developing a SoS model, defining state models and simulating a system of state models over time. This toolset is currently used to perform logistics supportability and performance assessments of the set of Future Combat Systems (FCS) for the U.S. Army's Program Manager Unit of Action.

Assessing the performance of interdependent infrastructures and optimising investments

Our nation's security as well as the quality of life of its citizenry depends on the continuous reliable operation of a collection of complicated interdependent infrastructures including transportation, electric power, oil, gas, telecommunications and emergency services. A disruption in one infrastructure can quickly and significantly impact another, causing ripples across the nation. Our infrastructures are increasingly reliant on new information technologies and the internet to operate, often being connected to one another via electronic, informational links. Whilst these technologies allow for enormous gains in efficiency, they also create new vulnerabilities. The focus of this paper is the development of a unifying mathematical framework to represent these 'mega infrastructures' and algorithms to estimate performance and optimise investment. We include a small computational example that focuses on the delivery of gas and electric services, including the underlying SCADA system that supports the gas network, to illustrate the operation of the algorithms. Advanced Production Planning Models

>This report describes the innovative modeling approach developed as a result of a 3-year Laboratory Directed Research and Development project. The overall goal of this project was to provide an effective suite of solvers for advanced production planning at facilities in the nuclear weapons complex (NWC). We focused our development activities on problems related to operations at the DOE's Pantex Plant. These types of scheduling problems appear in many contexts other than Pantex--both within the NWC (e.g., Neutron Generators) and in other commercial manufacturing settings. We successfully developed an innovative and effective solution strategy for these types of problems. We have tested this approach on actual data from Pantex, and from Org. 14000 (Neutron Generator production). This report focuses on the mathematical representation of the modeling approach and presents three representative studies using Pantex data. Results associated with the Neutron Generator facility will be published in a subsequent SAND report. The approach to task-based scheduling described here represents a significant addition to the literature for large-scale, realistic scheduling problems in a variety of production settings.
