Executive Order 13514 Federal Leadership in Environmental, Energy, and Economic Performance

This executive order aims to reduce greenhouse gas releases, petroleum consumption, and potable water usage, as well as increase the number of buildings and procurement contracts that integrate sustainability into their operations. It also established a goal of diverting a minimum of 50% of non-hazardous solid waste, and construction and demolition waste.

Department of Energy Strategic Sustainability Performance Plan

This plan outlines the Department of Energy’s (DOE) direction and high-level environmental goals it wishes to achieve, reiterating many goals set forth in the Executive Order described above.  It also calls for a Site Sustainability Plan that describes how Sandia is supporting the DOE’s plan.

Department of Energy Order 436.1 Departmental Sustainability

This Order collects environmental requirements from many sources into one location, and is applicable to Sandia in that we must maintain our Environmental Management System and independent ISO 14001 certification.  Pollution Prevention (P2) is dedicated to Sandia’s continuous improvement through the Environmental Management System and is a key environmental program in the system.

Department of Energy Acquisition Regulation

This is a supplement to the Federal Acquisition Regulations that includes sustainable acquisition requirements and is included in Sandia’s prime contract with the DOE.

New Mexico Regulatory Drivers

New Mexico Environment Department: RCRA Waste Permit

Under the Resource Conservation and Recovery Act (RCRA) waste permit issued to Sandia National Laboratories by the state Environment Department, we must perform these waste minimization activities:

  • Train the workforce regarding source reduction and recycling of hazardous waste, and
  • Report a summary of waste minimization efforts that could be implemented at Sandia over the next five years.

Sandia’s Environmental Management System (ISO 14001 Certified)

The Environmental Managements Systems is a continuing cycle of planning, implementing, evaluating, and improving processes to achieve environmental goals. The system provides an integrated approach for the workforce to identify and manage environmental risks.

Both hazardous waste and solid waste are identified as environmental aspects in the system, with hazardous waste being a significant aspect.

P2 supports activities described in the annual Division Action Plans that the workforce develops to mitigate their impact on the identified environmental aspects.
